Apostille or legalization?
It depends only on the country where the document will be used. Countries party to the 1961 Hague Apostille Convention accept an apostille issued by the state where the document originated, or by the US Department of State for federal documents. Other countries require a chain of authentications ending at their embassy or consulate.
